Published USD rates checked September 21, 2026. Papaya’s prices below are starting rates. Confirm the country, volume, minimum charges, contract term and included services in both proposals.

Employer of RecordFrom $499$599Employment service for the specified country and role

The fee is only one budget layer. Add compensation, employer charges, benefits, applicable setup or additional-service fees and currency/payment charges. Record deposits and prefunding separately as cash requirements. These service labels do not establish identical contractual coverage.

Five EOR employees: a service-fee illustration.

At the published benchmarks: Papaya starts at $2,495/month and Deel is $2,995/month for five employees. This is arithmetic, not a country quote, total employment cost or evidence of savings. Eligibility and negotiated terms can change the proposal.

Start with the hiring model, not the price

Both vendors publish rates per model. Papaya Global lists EOR from $499 per employee monthly, global payroll from $29, contractor solutions from $5 and COR from $199. Deel lists EOR at $599, global payroll at $29, contractor management at $49 and COR at $325.

Those services are not interchangeable. Papaya Global contractor solutions at $5 and Deel Payroll Connect at $5 per employee per month solve unrelated problems. Compare like for like by country and model before either number means anything.

  • Which model do you recommend for each country on our plan?
  • Which of these rates applies to our headcount and commitment?
  • Where would you not recommend your own service for us?

Compare complete quotes, not starting rates

Service fees are one line. Compensation, employer charges, benefits, FX, deposits, funding and any setup fees sit outside them on both sides. A five person EOR comparison of $2,495 against $2,995 per month is an illustration of service fees only.

Deel also lists optional add-ons, including Payroll Connect at $5 and Treasury at $10 per employee per month. Ask each vendor for a written quote covering your countries, headcount, add-ons, minimum commitment and the funding steps your treasury team will run.

  • What is our all in monthly cost per country, service fee separated?
  • Which add-ons are required for the workflow you just demonstrated?
  • What funding, deposit or FX terms apply before the first pay run?

Fit the choice to your HRIS and local providers

Deel publishes Payroll Connect for consolidated gross-to-net reporting across local providers. Papaya describes enterprise payroll consolidation. Bring your existing provider list to both demos and confirm which relationships can stay in place, with what data flow and service responsibility.

Bring your provider list, HRIS and chart of accounts to both demos. Ask which countries run in platform, which stay with your providers, how journal entries map, and what a migration from your current setup would involve.

  • Which of our current local providers do you already work with?
  • How is gross to net reporting consolidated across those providers?
  • What does migrating our existing countries look like, step by step?

Test the same scenario and escalation in both demos

Use the same fictional change, late input and missing funding in both demos. Papaya describes a cycle from preparation through payments and reporting. Deel’s payroll guide distinguishes payment files from payment execution according to configuration. Ask what your quote delivers.

Then compare support on equal terms. Ask both for response coverage, escalation contacts and service levels in the contract, plus the legal employer in each EOR country. Country counts published by either vendor are not a ranking.

  • Walk the same late input and funding scenario end to end.
  • Who is our named contact, and what is the escalation path?
  • Which entity is the legal employer in each country we need?

Your payroll questions, answered.

How should I evaluate Papaya Global before buying?

Read the pricing and product pages, then verify in your proposal: contracting entity, countries in scope, service model per country, approval and funding steps, integrations, data access and support coverage. Ask for a demo on your scenario.

Reference
How should I evaluate Deel before buying?

Use the same checklist: which entity contracts with you, which countries and services are covered, how payroll approval and funding run, which add-ons apply, what data you can export, and what support is contracted.

Reference
What is the difference between EOR and global payroll here?

EOR is for hiring where you have no entity, and the provider or its partner is the legal employer. Global payroll at $29 per employee per month processes pay for entities you already own.

Reference
Which one has the lower starting rate?

On published rates Papaya Global starts lower for EOR at $499 versus $599, contractor administration at $5 versus $49, and COR at $199 versus $325. Global payroll starts at $29 for both.

Reference
Does the cheaper starting rate mean a cheaper program?

Not on its own. Compensation, employer charges, benefits, FX, deposits, funding and setup fees sit outside service fees, and add-ons differ. Compare written quotes for your exact countries and headcount.

Reference
How do we budget total funding, not just fees?

Ask each vendor for the funding calendar: amounts, currencies, cutoff dates, deposits and FX handling per country. Then add employer charges and benefits. Your treasury team should sign off before you compare vendors.

Reference
Contractor management or contractor of record: which do we need?

Contractor management covers contracts, invoices and payments for people you engage directly. Contractor of record puts a third party in the contracting relationship, priced at $199 with Papaya Global and $325 with Deel. Classification advice comes from your counsel.

Reference
Can either vendor work with our existing local payroll providers?

Deel lists Payroll Connect for reporting across local providers. Papaya describes payroll consolidation. Confirm compatibility with your specific providers, country services and data formats before assuming either setup can remain unchanged.

Reference
Which one fits our HRIS and ERP better?

Decide by your actual systems. Papaya Global describes HRIS and ERP connectivity, APIs and journal entry mapping. In both demos, name your systems, request a field level sync map and check reporting for your controller.

Reference
What does migration from our current setup involve?

Ask for a country by country plan: data migration, parallel runs, cutover dates, who validates inputs and what your team does in the first cycle. Confirm implementation scope and timeline in the contract.

Reference
How do we compare support fairly?

Do not rely on hours quoted on a website. Ask both for response coverage, named contacts, escalation paths and any service levels written into the agreement, then test them with the same payroll scenario.

Reference
Should country counts decide the winner?

No. Published country numbers differ across vendor pages and do not describe service depth. Compare only the countries on your plan, the model used in each, and who the legal employer is.
